10 years prior, the sheriff’s enforcement team, Maricopa County Selective Enforcement Unit, went door to door in Phoenix, knocking at the homes of Michael Lacey and Jim Larkin.

Upon finding the two gentlemen, the team, under Joe Arpaio’s instructions, took them into custody and imprisoning them for allegedly disclosing information regarding an investigation by the grand jury.

Both Larkin and Lacey were embroiled in the newspaper known as Village Voice Media. They had earlier on, the same day, touched on the grand jury probe in one of their publications on the New York Times but they were totally unaware that they were being investigated by the grand jury.

Joe Arpaio’s frustration came from excessively aggressive methods of enforcing the law which he instilled since 1992 when he took up office. The sheriff has been tied to the Tent City alongside other numerous orders he gave that seemed to be against inmates and women were mentioned in a number of their publications. District Judge, Murray Snow, in the U.S, warned Joe Arpaio that the detention of immigrants because of suspicion, back in 2011, is not reason enough to hold any of the immigrants.

Such situations led to the discussion of the same in private quarters but it all blew up to the public scene all thanks to a lawsuit against Arpaio.

This particular lawsuit showed the problems that the ones imprisoned faced which were in violation of the rights of Latino immigrants.

Despite all this, he did not yield but went on to order his juniors to not let go of his racial profiling approach of Latinos. This went on for many years to the point where the public would not take any more harassment, and fought back only for the media to get hold of the story. During this period of agitation is when Lacey and Larkin managed to expose Joe Arpaio to the rest of the U.S.

During this point in time, the newspapers were not covering the problem that was, Joe Arpaio’s policing.

The scandal ended up being exposed to the larger public by the newspapers a while later when they started providing data that came from the work Jim Larkin and Michael Lacey had written earlier. After a prison time of 24 days, the duo were let go and they wasted no time filing a lawsuit that exposed Arapaio’s malpractices.

Joe Arpaio had always been a big advocate of Donald Trump during his campaign’s start and it with this reasoning that has led to the belief that that is the reason as to why he was pardoned by the current president.
